Joshua L. Davis

Associate Branch Head, Information Operations, Georgia Tech Research Insitute

Mr. Joshua L. Davis is a Research Scientist and the Associate Branch Head of the Information Operations Branch at Georgia Tech Research Institute (GTRI – http://www.gtri.gatech.edu), the applied research arm of the Georgia Institute of Technology in Atlanta, Georgia. He holds a Masters of Business Administration from the Georgia Institute of Technology and a B.S. in Computer Science from Southern Polytechnic State University in Marietta, Georgia. He has nine years of experience in distributed test and evaluation working predominately with the Marine Corps Operational Test and Evaluation Activity (MCOTEA). A majority of his focus has been on the design and development of command and control (C2) and communications distributed testing platforms playing implementation, requirements analysis, and management roles. This work has afforded him the perspective to the value of open source and its application to the U.S. military.

Mr. Davis’ graduate studies on intellectual property led him to begin an open source business strategy initiative at GTRI given its markets (80% DoD), business models, ties to the university, non-profit status, mission. This initiative is focused on the use, creation, and deployment of GTRI technologies as open source across the U.S. military. The results from these efforts will include building internal infrastructure to support said actives, development of an internal and external short course, and to help establish, connect, and empower an active community of open source software (and hardware) developers across the military-industrial complex of the U.S.
